Ingredients
- 1 lb ground beef

- 1 tablespoon mustard
- 8 oz elbow macaroni

Instructions
- Preheat oven to 350°F (175°C) and grease a baking dish.
- In a large bowl, mix ground beef, bread crumbs, egg, onion, garlic, salt, pepper, ketchup, and mustard.
- Press the meat mixture evenly into the bottom of the prepared baking dish.
- Bake for 25-30 minutes until mostly cooked through.
- Meanwhile, cook the macaroni according to package directions, then drain.
- In a saucepan, melt butter over medium heat. Stir in milk and add shredded cheddar cheese until melted and smooth.
- Toss cooked macaroni with the cheese sauce.
- Spread the macaroni and cheese evenly over the baked meatloaf layer.
- Sprinkle Parmesan cheese on top.
- Bake an additional 10-15 minutes, until the top is bubbly and lightly browned.
